Starting up a hard drive with Windows XP on it

I just replaced an old hard drive with a new hard drive out of my computer.
When i start my PC up the hard drive only shows Safe Mode and Normal Mode.
Either selection will trigger the restart of my computer. What is going on?

Boot to setup CD. Press 'r' for repair at that prompt. If it fails to open
you have a bad copy of the old system. You can try a Repair setup.
