Had a problem with Server 2003 with RRAS, where RRAS setup looked fine but
I couldn't route through it. I finally threw up my hands, removed RRAS,
then reinstalled, and everything started working. I'm suspecting it
sometimes lies and uses stale data when displaying its configuration.

Also check your packet filter settings on the two interfaces. I think
that's what initially got me into trouble, before I removed them. (I have a
separate Linksys router so I don't really need the filters in RRAS.)

I had a similar problem and solved it by setting the order
of my network adapters. I did the following.

1. Opened Network and Dial-up Connections folder.
2. Under the Advanced menu item, opened Advanced Settings.
3. Set Inside Adapters as the first and the outside
adapter as the second.

Good Luck.
