Starting program on log in

I hope someone can help, I just want to do some simple stuff with GP. I just
want to have Microsoft outlook start when the users of my network log on. (To
many of them ignore there email) Now I go to the Group policy though active
directory go to my test OU witch only has my machine and user account on it,
Group policy--User configureation--Administrative
templates--logon/logoff--run these programs at user log in them I give them
the full file path of where my outlook program resides. C:\programfiles\.....
I know I am doing something wrong. becuase nothing happens. I did wiat the 90
minutes for the policy to propagete and I did use gpupdate several times.
Please help

Did you put some test-users into the testing OU so that the GPO can
reach them?
Do you use Windows XP machines? If yes, also try "Always Wait for
Network at Startup and Logon" at "Computer Configuration\ Administrative
Templates\System\Logon" (computer policy!)?
