Starting new website - How to start using themse / templates ??

I have a couple of websites that I created a couple of years ago. These sites
have been fine during that time (with a few exceptions when making updates).
I now want to re-design one of the sites from scratch but want to do it in
such a way that its easy to add pages to, and change the structure of the
site.
My previous sites used shared borders whic seemed to work fine initially but
I had some problems later on down the line when changing the structure. I
have been looking at both templates and themes but as of yet have not really
come across any good resources on how best to use these !
I am presuming that its possible to setup a theme to specify fonts and
colours so all additional pages created will look the same (Do I need to
setup a template to ensure this ?). The layout is very straight forward and
only contains a Heading logo (as text) with a navigation bar below it. Below
this is the page content.
Basically what I want to do is setup everything up the way I want it
formatted, then just start creating the pages with the minimum of fuss, but
with the same formatting !

Has anyone come across a good resource that will help with this, or can
offer advice ??

Which version of FrontPage?
FP2003 offers Dynamic Web Templates, which replace shared borders with
a much more flexible design template.
Alternatively, design a layout page, and when building a new page open
the layout page and use File->Save As to rename a copy for your new
page.

Making fonts and colours consistent is best done with CSS (see
www.w3schools.com for a tutorial)
I avoid themes - IMO they are inflexible, and not intuitive to tweak.
