When I attempt to start in a safe mode, I fail to get to
the Advanced Options menu. I've tried several methods--
using F8 and pressing shift keys but the op (win xp) just
opens as usual.

I do not know if it is involved, but I am trying to get
rid of the one remaining file infected with
w32.spybot.worm. I have been unable to delete this
file. A dropdown window says the file is in use so I
have been advised to try to use safe start and then
deleting the file.

Any help will be appreciated.

Reboot your computer while holding down the F8 Key.

If you still can't manage Safe Mode try this to delete the file:
How do I delete an "undeletable" file?

1. Open the Command Prompt window and leave it open.
2. Close all open programs.
3. Click Start, Run and enter TASKMGR.EXE
4. Go to the Processes tab and End Process on Explorer.exe.
5. Leave Task Manager open.
6. Go back to the Command Prompt window and change to the folder where the
undeletable file is in.
7. At the command prompt type DEL <filename> (filename is the file you
want to delete).
8. Go back to Task Manager, click File, New Task and enter EXPLORER.EXE to
restart the GUI shell.
9. Close Task Manager.

Use Start - Run - MSCONFIG.
Go to the BOOT.INI tab and click on the /SAFEBOOT checkbox to select
it.

Click on Apply and OK to exit then reboot the computer. It should
boot into Safe Mode.

Make sure you go back and clear the checkbox when you are finished so
that the computer will boot normally.

Good luck
