Starting computer

When I start my computer, the video looks blurred. I let
it start to the desktop and then restart the computer and
everything is normal after the restart. It appears that
the settings are set wrong but if that were the case,
restarting the computer would not fix the problem. After
restarting the computer, everything works fine. This
problem only occurs on a cold boot in the morning. Does
anyone know what is causing this problem.

Could it be that the video card needs to be reseated?
