Startbutton is locked

I have installed XP on my computer and after installing several programs, the start button is locked. I can start all programs with the icons and I can also rightclick on the start button and get to my programs that way
Using the Windows button on my keyboard doesn't work either

Does anybody have an idea, what can be wrong, because I don't want to reinstall, with the chance that it happens again
 
try running chkdsk /f from the command prompt and also 'sfc /scannow' from
the command prompt.

press and hold the windows key and then press 'r' to open the run command.
type your commands in there.

restart the computer when finished.
