Startbar/Taskbar

On the startup of XP i receive a message that the
following file is missing C:\Program~1\Newdot~1
\Newdot~3.dll. From this point the task bar does not
work and i have no access to the start menu or internet
connections. I had this problem and did a reinstall of
XP but the reinstall did not fix.
