start.wav click sound no longer invokes upon mouse click

After the installation of the latest version of ICQ, my
MSIE 6.0 sp1 under Windows XP no longer provides an
audible click through the speakers when I click with my
mouse on a link.

Even after uninstalling ICQ and removing and reinstalling
MSIE, the click still is not restored. The "start.wav"
file that provides the click is still present on my
system and can be invoked successfully for other Windows
events.

I liked that little click and want to have it working
again. Any suggestions? All of the seemingly related
help files are reminiscent of the old Microsoft
helicopter joke -- fully accurate but unresponsive and
irrelevant.
