Start up Programs still start up.

When I have disabled various programs from starting when I boot up windows
they they still boot up. I can't find any options in the programs to disable
them from starting at windows boot up. Some programs will not start at boot
up, but when I run the program that changes. I have uninstall some of the
programs, but some I use occasionally.
Is this a bug or unavoidable?
 
I do not think that Defender will block programs that are classified as
"known" and "allowed" from running at start up. Which specific programs are
you trying to remove from start up? Some programs do have their own settings
that stop them running at start up. Some processes do not. In that case, it
is good to use msconfig to remove them from the startp list. No one can give
you specific help unless you name the specific programs you are concerned
about.

How did you disable them?
