Start up problems

I have 2 problems I hope some of you can help me with.
When doing either a cold startup, or doing a restart, the pc starts up,
shows the windows icon, and sits there for about 1 1/2 to 2 minutes, until
the login page appears. After it finally does, I can start up without any
problems. Any reason why this delay keeps occuring?

Also, I am trying to reformat a DVD-RW, using 3 different programs to try.
None seem to work. Any idea as to why the reformating won't work?? It starts
out and keeps opening the drive tray.

Also, after laughter at my stupidity stops ... I am a "newbie" ... Is there
a difference in the + (plus sign) and in the - (minus sign) on the CD's and
the DVD's?
Well, first I would scan for spyware that might be
running in the background, then if that did not help a
virus scan.

Are you sure that it is an RW??? If it is, it might just
be bad.

+ & - are two differt formats, + is the more widely used
format & - is the better quality. Sort of like VHS verus
Beta.
 
There is no difference in the quality of +R and -R DVD discs. Other than
the way the Lead-in and Lead-out and the TOC is handled, the data is stored
in equal quality on both formats.
