start up menu acting unstable

Hi, when i started my computer this mornig I noticed that
at start (where all programs are listed) it is unstable
IE. shaky, blinking, etc. I have never seen this before
and not sure why it is happening or what to do.

Could someone please help,

Hi Randy,

Is it just the start menu, or was it the whole screen? If it was the whole
screen, then something else on that electrical circuit is causing the
problem with electrical interference.
