Start up light blue screen

After a eletrical storm the pc boots up to a light
blue screen and holds there. Removed all cards and modems
so nothing in the PCI slots. Still boots all thru but no
icons on screen, just a light blue screen. Tried to last
known good boot with same results. Boot to Safe mode and
get the 4 safe mode in all corners but gets to a black
screen with no icons. In both light blue or black screens
key bord hot keys not working and Ctrl/alt/del no efect.
Any suggestions ????

Hello!

I think it sounds like some kind of problem with the
hardware. Perhaps some components were damaged during the
electrical storm. This is only a suggestion, I don't know
if it's possible for hardware to be (partly) damaged and
still work like you described.
