Start/Task bar fails to remember changes

I often play with different setups for my start bar, like changing from
horizontal to vertical, adding shortcut folders etc. However my system has
stopped remembering my changes. I'm presuming there is a reg setting
somewhere that governs if this is saved on shut down, anyone know what it
is and where?

Right click the taskbar and uncheck "Lock the Taskbar".

Technically that shouldn't be happening. Are you on a restricted
computer/network? Has your administrator given you a roaming account? Etc
etc?

It is a restricted netwrok, however working in IS I have an admin level
account to my own machine. Maybe I should log into the local machine make
changes and see if that works though.. will try it.
 
Well, I'm not sure what was wrong, but i was able to fix it by running the
'Restore Default' fix from the program TaskbarRepairToolPlus!
