Start > Run and cmd.exe

There is no Start > Run in Vista ? Also, cmd.exe is not available on any
menu ?

Why did Microsoft make this change ?
 
There is a RUN in the Start Menu. Right click on Start/Properties/Start
Menu/Customize, scroll down to Run Command and check the box.
 
Be careful if you've got UAC turned on and want to perform Administrative
tasks with the CMD prompt.

You'll need to right click on the CMD shortcut or .EXE and choose Run As
Administrator.
The easiest way to do this without making a shortcut on the desktop or Start
Menu is to use the Search box on the Start menu to search for cmd.exe then
right clicking on the CMD.EXE search result and choosing "Run As
Administrator"

Of course, if you've got UAC turned off this is all moot. :)

Start -> Search
and
Start -> Run

Both work under Vista.

cmd.exe is the in the same location it's always been in.
%systemroot%\system32\cmd.exe

You need to learn Vista better if these things aren't working for you!

because the built-in search function, located on start menu, already
performs that:
just open the start menu, type cmd and hit ENTER.
