Start Menu

I have a user who was 'cleaning' his computer and has 'lost' his start menu.
Actually what is happening is the start menu appears, but doesn't have a
color (it is white) and none of the buttons work. When I select the Windows
button, start menu icons, buttons, etc. do not appear. I can use Win button
and 'r' to access the run cmd line, but that's about it. I tried attempting
a system restore, but it fails. Any help is appreciated. Using WinXP, SP2.

If the user still knows what software he used to "clean" the machine,
you may want to check this program for any undo options.
Else you may have to repair Windows: "How to Perform an In-Place
Upgrade (Reinstallation) of Windows XP"
