Start menu/Taskbar

I don't know how my settings were changed to have my
start menu/taskbar on the top of the destop instead of
the bottom. If anyone knows how do change those
settings, please let me know. I would truly appreciate
it.
 
Just click on an empty part of the taskbar and drag it
back down to where you want it - or to the side, if you so
wish.
 
Right-click the taskbar and uncheck "Lock the taskbar". Now, try to drag it
to the bottom. do not drag it by clicking the taskbar edges (when the
double-headed arrow appears). Click on the middle empty area on the taskbar
and drag it towards the bottom

(Please pardon my addition Ramesh)

It is to be noted that, the 'Taskbar' will appear not to move until the
cursor is more than halfway to it's destination.
