STart MEnu, System Tray and Tool Bar Hang

I installed AOL messenger and then everything at the bottom of the screen (start menu, sym tray, and tool bar) hang - the rest of the screen and icons function OK. What's the problem and how should I fix it?
I tried system restore in safe mode but it says system restore is turned off and I need to get into normal mode to turn it back on. But because of the problem with the start menu in normal mode I can't do that. What should i do??? Please help!
