Start Menu Right Click???

Using Windows XP Home Edition

In the past I could right click on the "Start Menu" button, open the
"Programs" folder and sort and organize my menu. Now, it only shows me a
couple of applications icons. Is there a way to show ALL of the
applications?

I'm assuing I'm missing something simple but.....
