Start Menu restrictions

How do i disable restricted users from double clicking on
a folder on the start menu and opening up windows
explorer. I am using user based group policy (users also
use roaaming profiles) to restrict users start menu but
find that if one of these users double clicks the programs
folder windows explorer starts. The start menu folder
redirection is pointing to a UNC path so when double
clicking this folder windows explorer opens with the
network neighberhood opened even although i have
restricted this in the group policy.

You could use User Configuration\Administrative Templates\Windows
Components\Windows Explorer\Dissable Windows Explorer's default context menu
policy
