start menu questions

Vista Ult.

a) When I hover over "All Programs" vista switches to the "All Programs"
menu... however, when I hover over the folders in the "All Programs" menu
nothing happens. How can I get the hover to work?

2) How can I make the icons on the "All Programs" menu (not the most
popularly used programs menu) larger?
