When clicking Start > Programs, the entries are displayed as one long column
which the user has to scroll to reach the desired program. Another user
logging in to the same machine has the Programs displayed as 3 adjacent
columns, which is much easier to navigate. How does one change this
behavior?

Right click the start button and select Properties. On the screen that
appears, click the Customize button for the start menu style that is in
use. Scroll through the options and uncheck the "Scroll Programs" option.
Click OK, closing out the screens, until back to the desktop.

Many thanks Sharon, that did the trick.
