Start Menu in Windows XP Home

My start menu screen is full and does not show all my
installed programs. I am trying to create a new folder
which is no problem but I can't seem to figure out how to
move other programs into the folder so start menu will
show all programs that are installed.

If you right click on the start menu button you've got 3 options "Explore",
"Explore all users", "Open all users".
"Explore" refers to your own personal Start Menu folder, the other two refer
to the folder used by All users.
If you open both Personal and All folders they'll contain similar sub folder
structures.
Some software installations will install to All users, others to your
Personal folder.
You should be able to rearrange things from there.
