Possibly your resolution has been set higher and the start menu is off-screen?
If you move the mouse down "below" the bottom of the visible screen does it
scroll up?
If you log on as a different user (there should always be at least two on any
machine, for this very reason) such as administrator, does the screen look
correct?
You could try uninstalling the video driver in Safe Mode and then reinstalling
it.
If you bring up the task manager (ctrl-alt-del if you are not doing fast user
switching), is there an explorer process running? If not, what happens if you
start an explorer task from task manager ("new task" button)?
What about pressing the windows key (or Ctrl-Esc) - does this bring up the
start menu? Does Windows+E bring up Explorer?

|Ever seen this? I generally use my laptop and a second
|monitor and all I get is the background on both. Safe
|mode presents a Start menu but not "regular" mode.
