Start Menu Function Buttons

I don't have an arrow to the right of the padlock - the one that calls up the
pop up menu for shutting down, restarting, etc. It was never there from the
time I got the computer (installed at the HP factory). I can still access the
menu if I carefully click on the border after the padlock, but shouldn't I
have the arrow???

I don't get that menu when right clicking 3 times. I'm not sure I'm doing
it right and anyway, I'd rather get the arrow to display properly. How to do
that?

He's hitting the right arrow key three times... not right clicking three
times...

Right off, I apologize if this isn't the correct place to ask this question
but in all honesty, this is one of the things about Microsoft that drives me
nuts, I never can find where it is I want to go when I have a question. This
seems somewhat related to my question so I'm going to ask it here. With XP,
when I needed to restart my computer for whatever reasons, I just clicked the
start button, hit shutdown, and I had restart as a default process after
shutting down. Now, with Vista, which I really do love, when I click on my
start button, and I click on shut down, I always have to open the drop down
menu to navigate away from hibernate and click on restart. Is there anyway
that I can make "restart" the default process that will take place after I
shutdown my computer? This may seem trivial, but it drives me absolutely
nuts.
