When I press the start menu as an administrator, I cannot
see the menu, I only see the button "start" pressed and
it sticks down - I doesn't come up again.
Other users except administrator do not have the same
problem.
Any idea?

I haven't seen this issue, but suspect that it's probably profile related.
Right-click My Computer ->Properties -> User Profiles. Select the
Administrator's profile, and then delete it.

Hello,
did you configure any Folder Redirections for
the Start Menu? I had the problem in the following
case:
1. I logged on to a computer with start menu folder
redirection configured via GPO on this computers OU.
The redirected Start menu worked fine.
2. When I now log on to a second computer without a Start menu
folder redirection I had the same start button problem,
because the redirection settings (from #1) were saved
in my users profile but were not available to the second
computer.

As a workaround you could configure a new GPO which
reconfigures the folder redirection to its original state
(e.g.: "c:\documents and setting\%username%\start menu\programs")
