Start Menu - Dell Solution Center

Hello:

When I go to my start menu & click on Dell Solution Center, all it brings up
is a notepad with different characters on it. How can I get Dell Solution
Center back to normal again? I had to use the Norton uninstall tool to
remove NIS 2007 & reinstall the program. Someone suggested that is what
happened to Dell Solution Center.
