Start Menu Customization

I used to collapse the Program Folders on my Start Menu so it was more
organized and I would create additional sub-folders as well. I used to just
drag and drop the folders but now I get a message saying that I will have to
give administrative permission to do this. My user account is an
administrator account and I have even tried to log on as the Administrator.
It still doesn't work. I tried going to Windows Explorer and right clicking
and opening as Administrator but it doesn't list all of the Programs and
folders on the off of the start menu in the window.

I modify my start menu much as you do. As most software installs shortcuts
on the All Users menu, the easiest way is to right-click on the Start Orb and
select 'Explore All Users' - this takees you to
"C:\ProgramData\Microsoft\Windows\Start Menu\". Drag and drop or move
shortcuts to get the start menu the way you like. Also go to
C:\Users\{username}\AppData\Roaming\Microsoft\Windows\Start Menu\. I move any
shortcuts from here to the All Users menu so they are all together (I'm the
only user).

Thanks this helped for some of the folders but not all. I am still
wondering how I can get back to just dragging and droping the folders right
from the start menu. How can I remove this protection? Any other help would
be appreciated.
