Start menu blank

Hi All,

Vista generally installed very well and I'm so far finding it quicker than
XP (bizarrely). I've just got the Home Basic Edition.

A couple of issues have arisen though - firstly, no programs save to the
start menu. It's completely blank, all the time. I go into pin IE and Mail
to it, but click OK and then when I return the options are unchecked again.
Ditto for hiding the task-bar - it remembers this though until I reboot.

I'm not sure if it's related, but the recycle bin isn't keeping anything
either - I'm dragging items there, but they're being immediately deleted. I
also can't seem to remove it from the desktop.

Anybody think all these problems are linked? (perhaps by some rights
permissions?) I'm logged on as Admin.
 
Just as an aside,

I've just tried to create a new folder on my desktop, by right-clicking and
going to 'New' as I did in XP - however this opens up a blank menu saying
Empty, so it looks like I'm missing certain files.
