Start menu Behavior

Whne I clink on the Start menu icon, the Start menu opens up for 1-2 seconds
and then disappears. On the second click it stays open. Has anyone
observed this phenoma and know the solution?

You probably mean 'during startup', but whenever it happens it's a 'lost
focus' problem. There are several apps that might be doing that. IE being
candidate #1. As far as a 'solution' goes, the only way to stop that is to
stop the app that is competing for focus.
I once wrote a 'style sheet' (for 'Accessibility') for IE that set the
'onload' event for all pages to 'blur()' back in the day of rude popups. It
was just as inconvenient as the popup.
