Start menu bar stops responding

As of today, when I restart my computer the start menu bar has no function.
If I move the mouse cursor to the start menu bar there is an hourglass that
never changes. The rest of the computer works fine, such as the desktop etc.
I cannot access the start menu to restore the computer or access MSCONFIG to
restart in safe mode. Everytime I restart the menu bar hangs and never
responds. Please help.

I did restart using Task Manager, and I booted into Safe Mode, and then I
used System Restore but I still have the problem.

Can you open the Start Menu by the Ctrl-Esc key combination?

No I cannot open the start menu from CTRL+ESC or thw Windows Start Menu Key.
The problem is now temporarily fixed because I restored all the way to a
week ago. Lets hope it doesnt come back. I will let you know if it does.
