Start menu and the taskbar are dead... windows explorer problems

My start menu and the task bar (and associated programs) are not active. When
I move the cursor down there, an hourglass is displayed and no activity is
possible. I have tried reloading the windows operation CD but can't get past
the user end agreement. So the CD will not install.
I may have inadvertitily shut down a process in the task manager. But I was
guessing a restart would fix that mess up!

To reinstall xp, or repair xp,you need to boot to xp cd (set BIOS for
this.1st
boot priority cdrom,hd 2nd),the end user agreement is a press of F8 key
i believe.Also,if keyboard has USB & PS/2,try the PS/2 connection..
