Is there any way to kill & Start process running on remote
PC with windows 2000 prof without connection to desktop???

Yes

Start
Run
type
compmgmt.msc
click OK

<Computer Management opens>

top icon called Computer Management(Local)
right click on it and select

Connect to another computer...

navigate to the PC you want to administer
and click OK

then click the
[+] Service and Applications

this opens that branch

now select
Services
and in the right hand pane you can select what services to
administer
