I can't left or right click on the start button or anything else on the
taskbar at the bottom of windows xp home edition SP2. This means I can't
close down my computer properly or access any programs or internet tabs etc.
when I have started window.

Any ideas?

Is it just Start Menu or the whole taskbar ?

Try these :
Press WinKey + R to open Run dialog
Type control > Press Enter
Open "Taskbar and start menu"
Go to Start menu tab and choose Classic And click OK
Now see if you can open Start Menu.

AND try booting in Safe Mode

Go to Taskbar and Start Menu properties in Control Panel. On the Start Menu
page, click the customize button for whichever style of start menu you are
using. On the screen of options that appear, check the box to "enable
dragging and dropping." OK your way back to the desktop. You should be able
to right click in the taskbar and start menu areas now. If not, log off and
then logon -or- restart the computer. Then try a right click.
