I posted this earlier today, but response didn't help.
I'm still looking for the answer!

I am sure this is elementary, but it is driving me nuts.

Carole,

Drag it from near the back edge instead of the front. That will usually get
it to move.

hey carole,
the dragging part is right, however, click, hold and drag
the task bar ALL the way down to the bottom of the screen.
it should begin to expand, but when u drag ur mouse to the
complete bottom of the screen it should move the whole
task bar to the bottom - on one little neat line :o)
let me know if you have trouble.

Mike, thanks, it worked. I think I was expecting when I
clicked on the toolbar for it to lock or grab and that
didn't happen. But, as you said, I clicked near the back
edge and pulled the pointer all the way to the bottom of
the screen and waa laa it moved. Thanks for saving my
sanity. Carole

You're welcome Carole. You can right click on an empty area of the Taskbar
and select Lock the Taskbar to prevent it from moving again.
