Start Button Sticks In and Does Not Display Start Menu

When clicking the Start button on my Windows 2000 PC the start button sticks
in, but the Start Menu does not display. The microsoft support article 262076
does not provide the solution for me. All programs work fine (starting using
the taskmanager) and no virusses nor adware is present.

Please advice.

Thanks Jerold for the tip. Unfortunately this did not help me.
I have checked all registry setting and also the group policy settings, but
everything is according the advice.

I found that when I right click on the taskbar and then click (Start Menu
and Taskbar properties): properties -> advanced -> re-sort; Explorer
terminates with a memory error. This behavior propably is related to the
problem of the sticking Start Button.

Is more help available?
