start button not responding

My task bar and start button are fully visable but will not do anything. Curser turns into an hour glass on hover. I can still navigate the computer and run programs from the desktop. When I view the task manager it shows "SVCHOST.EXE" using 99% of the CPU. I Right click it and tell it to stop. still can't use the start button

Any help is appreciated!
 
Before you login into your XP user account, please wait for 30 secs before
login to wait the PC finish load up. It happen to my PC 2.3Ghz. Make sure
you don't have too much startup programs.
