Start application only one time

Hi

2 questions to CE5.0/C#:

1. What can i make, that my application can only one time started by the
user?

2. Is it possible to prevent, that a user can leave my application to the
windows desktop?

What do you mean by "leave my application to the windows desktop"

I mean that a user on a mobile device can not go out of the application and
manipulate any thing on windows system like start other applications, delete
files, ...
