Starburst effect--perhaps via plug-in for Irfanview?

I am desperately searching for a program that will enable me to create
a starburst effect on various pictures. Kind of like the effect you
see when sunlight bounces off a piece of glass.

I know that complicated graphics programs such as Photoshop have this
capability. However, I am hoping that there is some far easier way
for me to do this.

If all else fails, does anybody know of such a plug-in that I can use
for this effect that will work on Irfanview??

Check out The Gimp.

Load an image, then click on Filters, Light Effects, Supernova. Sure looks
like a "Starburst" to me!

There are other "Light Effects" available, including FlareFX, GFlare,
Sparkle, etc.

I believe what you're referring to is called a "lens flare". There's
a free filter/plug-in here:
