If I click Start | Turn Off Computer | Shutdown | Standby, here's what
happens:

The Windows splash screen (Windows is Preparing to Stand By) appears
The screen goes dark and the hard drive stops
Then after about ten seconds, the computer awakens.

I can repeat the process several times with the same result

What could be causing the failure to stand by?

I have always found the standby function on desktop systems
to be problematic. My suggestion is to disable standby in
your power options on the control panel. That's probably
not the answer you wanted, but it is the best way to deal
with standby problems.

My guess is, your system has a Wake on LAN and/or Wake on Ring option in its
BIOS. Boot the system enter the BIOS and navigate through the screens
looking for the above features, if they exist, disable them, save your
settings, exit the BIOS, after the system boots XP, try the standby option
again and see if that resolves the issue.

To enter the BIOS:
When the system boots, there's usually a message on the first boot screen or
one of the early screens with a message that specifies a key to depress if
you wish to enter setup, do so and follow the above instructions.
