Standard Toolbar ----- discussions button?

Hello,
Please explain to me what is the Discussions button on the Standard Toolbar.
Whenever I click on it it just says " Discussions not available on whatever.

This button was added by Office. Search for discuss or discussion in
Microsoft Office Help.
