It is not supported, but you may have success by assigning deny permissions to those
who you do not want user policy to apply to on the \winnt\system32\group policy\users
folder. --- Steve
There is no default method to apply a Windows 2000 local policy to a single
user account...
You may find the following article helpful to exclude administrators from
the application of the local policy:

You can also try downlevel NT 4.0 style policies, but you will not be able
to take advantage of the advanced policy settings that are native to Windows
2000:

sorry, i met to the hole OU, but since you metioned it,i wish the policy
went to atleast group level, kind of like create policys then apply them to
groups and OU,with a no override setting on the group one, like i said I
wish.....lol
