Standalone freeware that allows us to "manually" change a folder's icon? (OS < WinXP)

Okay, first off, WinXP does this natively and I have done this in that
OS. Not referring to XP <g>.

In Win98SE and Win2K, one can manually change individual folder icons
even though this is not an option available in the folder properties.
Quite easy to do following these types of instructions:

and I have done that several times on the machine at work.

However, was hoping for some sort of GUI to help with this, a
standalone one as they lock up the registry on machines at work.

Ideally, something as simple as the GUI seen in the screenshot on this
page:

Has anyone seen anything that would do the trick? I do have a couple
of freewares that do this at home, but since they install, can't use
at the office.

There's a cool little 1 file program called "ChangeIcon". It worked great
for me. Unzip and run anywhere, no install needed.
