When I try to put my computer in one of these modes, they are unavailable. I
don't know why, but all I can do is shut down or restart. Does anyone know
how it got this way and how I can fix it?? Thanks so much.

This is most likely caused by the device drivers for the graphics card (either it's not installed, or the installed driver is unsigned).

Could possibly be to do with your BIOS not supporting ACPI. You can check
this by going to device manager and clicking on the computer name at the
top, it should expand and say that its ACPI compliant, if not then it
probably uses the old APM system
