Stalled Window

when I browse some web pages with text links (such as this one for posting a new message (I'm not using my home computer if you haven't already guessed)), where I click the link, a new browser window appears, but it stays blank with no info. within it. It basically launches a new window with the graphics behind the window (kind of like a screen shot) because when I move the window around, that 'graphic if-you-will' moves with it; until I move it partly off screen then the image within it gets all choppy. I've installed all the latest service packs and still nothing works..... if anyone has any info it would be greatly appreciated.
