When a HTTPS page is refreshed continuously , the IE 6.0
browser sends the client hello not having the session id to be resumed.
That is the IE 6.0 will perform a full handshake when the browser is
refreshed at a faster rate. We tested this on windows 98 SE, windows
ME, Windows 2000 with SP4, Windows XP pro with SP2.

We experience this session renegotiation problems on page
refresh in Windows OS ither than 98 and ME.

I would guess that if you refresh too quickly new connections are having to
be opened, which would require a full handshake to be performed.
