I have a GC server showing up in my DNS that has not been in service
for a long time. I assume the demote be work correctly.

The records are showing up in _msdcs.

Can this be deleted without any issues?
I have other Global Catalog servers running.

You should be able to safely delete the record if the DC is longer working
anyway.
