I suggest running a online virus scan, this sounds like
some malware might be the cause but its strange neither
scanner is picking it up

that might help you if something is identified as malware:

Trend Micro's Damage clean up engine

You should run the online scanners i suggest running
trends then panda's if viruses are found and removed then
reinstall the antivirus software you have (Norton) If
viruses are found and cannot be deleted then write down
the path to the virus and let the scan finish.Then turn
off system restore & Reboot into safe mode and then run
the 2 damage clean up tools above and see if they remove
anything that was tagged as being on your system.
Theres alot programs you can use like
adaware,spybot,cwshredder & hijack this but this looks
more likely to be a virus or worm than adware or spyware
with you saying its deleting the folders in program files
Give them a try and see how you get on
