Spyware removed windows services not starting.

Hi

I have failed to locate a fix for a problem I have seen on a couple of computers.
If anyone has managed to repair this please assist.

I have also seen many posts regarding this elsewhere.

Windows boots and runs without apparent errors. however about half the automatic services arent starting. most noticable is windows firewall/ICS

I have tried

NETSH WINSOCK RESET

and a couple of other fixes that include editing the registry etc.
but it seems there is no known way to fix the damage.
