spyware problem i need serious help

hello,everytime i open my internet browser a page is displayed on my browser the page is located in my c:windows folder everytime i deleted it it comes back i don't know what to do the page is called secure and it displys the message that my ip has been obtained by an attacker abd that i need to remove it if i purchased the software from one of the links below.

Hi there. Spybot search and destory is s good program
(and it's free) Also an idea to get a good personal
firewall to stop them from getting on in the first place.
Try Zone Alarm (also free)
